 SOUTH MONMOUTH REGIONAL SEWERAGE AUTHORITY

The Commissioners of the South Monmouth Regional Sewerage Authority established the 2025 Sewer Connection Fee at their meeting on January 9, 2025, pursuant to R.S. 40:14A-8 Amendment to the Schedule of Charges as set forth below. The Resolution establishing the Connection Fee is available for public inspection at the SMRSA Administration Office at 1235 18th Avenue, Belmar, New Jersey.

SEWER CONNECTION FEE:
Definitions of Equivalent Domestic Unit (EDU)
1.     Connection Fee:

The Connection Fee shall be calculated annually in accordance with N.J.S.A. 40:14A-8. The SMRSA 2025 Calendar/Fiscal year Sewer Connection Fee per Equivalent Dwelling Unit (EDU) has been calculated to be $2,545.00 per EDU.

2.   Residential Uses

Each apartment, townhouse, single-family dwelling, or similar type of housing unit, shall be assigned 1.0 EDU.

3.   Other Than Residential Uses:

The number of EDU’s assigned to any use, other than residential, will be based on the proposed estimated average daily flow of the proposed connector in accordance with provisions of the New Jersey Administrative Codes more specifically N.J.A.C. 7:14A-23.3 (Projected Flow Criteria) as supplemented therein on March 20, 2006, and approved by the Executive Director of the Authority, divided by the average daily flow of sewage for the average single-family residence in the Authority’s service area.  Each “Other Than Residential” use, shall be assigned a minimum of 1.0 EDU.  Fractional number of EDU’s shall be rounded up to the nearest whole number EDU.

The average daily flow of a single-family residence shall be calculated annually, at the end of the calendar/fiscal year, and be utilized for determining the number of EDU’s assigned to “other than residential” units in the subsequent fiscal year. 

The average daily flow of a single-family home for purposes of determining the number of EDU’s assigned to “other than residential” units for the 2025 Calendar/Fiscal year is 208 gpd.  The average daily flow of a single-family residence was calculated by dividing the 2024 Average Daily Flow (as metered by the Authority), by the total number of residential and “other than residential (equivalent dwelling unit)” connections to the system.

*Delivery of 30,000 gallons or more per month shall receive a $0.01 per gallon discount, an additional $0.01 reduction (only on the gallons in excess of 30,000) will be given towards the overage.

SEWER EXTENSION PERMITS & TREATMENT WORKS APPROVAL PERMITS:

  • $175.00 for the first (1) Equivalent Dwelling Unit (EDU) or part thereof.
  • $65.00 each from the second (2) Equivalent Dwelling Unit (EDU) through and including the sixth (6)
  • $500.00 for seven (7) or more EDUs, plus 1% of the cost of the sewer construction cost.
  • In extraordinary circumstances where, due to the nature of the application, the payments set forth in paragraph (1), (2) or (3) are insufficient to cover the Authority’s administrative costs for review, the applicant shall pay to the Authority, in addition to the sums in (1), (2) or (3) a sum representing the Authority’s actual administrative costs and expenses for review of the application.

 2025 SEWER SERVICE CHARGE

                  SOUTH MONMOUTH REGIONAL SEWERAGE AUTHORITY

The Commissioners of the South Monmouth Regional Sewerage Authority established the 2025 Sewer Use Service Charge and Rates at their meeting on October 10, 2024, pursuant to R.S. 40:14A-18 as set forth below. The Resolution establishing the Sewer Use Service Fee is available for public inspection at the SMRSA Administration Office at 1235 18th Avenue, Belmar, New Jersey.

 ESTABLISHMENT OF THE 2025 SEWER SERVICE CHARGE 

Effective January 1, 2025, the South Monmouth Regional Sewerage Authority will amend its Total Sewer Use Service Schedule Charge to all member municipalities served by the Authority from its current charge of $8,771,599.19 to $9,016,326.81. This action will result in a Sewer Use rate of $3,805.00 per one million gallons of treated flow.

2025-2026 Meeting Schedule

At the Regular Meeting of the South Monmouth Regional Sewerage Authority, on February 13, 2025, the Commissioners approved by Resolution, the meeting dates for 2025 and 2026 in accordance with the Open Public Meeting Act.  The resolution has been mailed to the clerks of our member municipalities and is available for public inspection at the SMRSA Administrative Office.

CAUCUS MEETINGS – will be held at the South Monmouth Regional Sewerage Authority Administration Building, 1235 Eighteenth Avenue, Belmar, New Jersey, on the second Wednesday of each month, at 5:30 p.m. prevailing time, commencing March 12, 2025, and expiring February 11, 2026.

REGULAR MEETINGS – will be held at the South Monmouth Regional Sewerage Authority Administration Building, 1235 Eighteenth Avenue, Belmar, New Jersey, on the second Wednesday of each month, at 5:30 p.m. prevailing time, commencing March 12, 2025, and expiring February 11, 2026.

Notice of Contract Awards

The Commissioners of the South Monmouth Regional Sewerage Authority awarded Professional Service Contracts at their meeting on February 13, 2025 without public bidding pursuant to N.J.S.A. 40A:11-5 et seq. and/or N.J.S.A. 19:44A-20.4 et seq.  All appointments are for one year and expire on the date of the 2026 Reorganization Meeting.  The Resolutions of Appointment and contracts are available for public inspection at the SMRSA Administrative Office at 1235 18th Avenue, Belmar, New Jersey.

The Contracts were awarded to:

          Wielkotz & Company, LLC. for Auditing Services in an annual amount not to exceed $30,000.00 for conducting the Fiscal Year 2024 audit; and an hourly rate of $150-$200 for other general services it in accordance with their proposal dated October 22, 2024;

          Dilworth Paxson, LLP for Bond Counsel Services at an hourly rate for general services not to exceed $225.00 per hour and not to exceed $25,000 plus $1.00 per $1,000 of Bonds Fees in accordance with their proposal dated October 29, 2024; 

          Manna & Bonello, P. C. for General Counsel Services an annual amount not to exceed $19,200.00 as retainer; and an hourly rate of $135.00 for all general counsel services in accordance with their proposal dated November 11, 2024;

          Bruce Padula, Esq. of Cleary, Giacobbe, Alfieri, Jacobs, LLC for Labor Counsel Services at an hourly rate not to exceed $195.00 per hour in accordance with their proposal dated November 4, 2024;

          NW Financial Group, LLC for Financial Advisor/Consulting Disclosure Services in an annual amount not to exceed $8,500.00 to assist with NJIB Financing and not to exceed an hourly rate of $235.00 for general services in accordance with their proposal dated January 22, 2025;

          Coastal Solutions, Inc. for Information Technology Support and Computer Services in an amount not to exceed $10,773.00 for Remote/Onsite Support and an hourly rate of $145.00 per hour for additional services in accordance with their proposal dated
November 6, 2024;

          The Danskin Agency as the Authority’s Risk Management Consultant for the NJUAJIF in an amount not to exceed $16,539.00 (funds payable from the Authority’s NJUAJIF annual premium) in accordance with the Agreement dated February 12, 2025.
