NOTICE OF SURPLUS SALE OF PROPERTY

Be advised that the Board of Commissioners of the South Monmouth Regional Sewerage Authority have authorized the sale of surplus property online.  The address of the auction site is www.govdeals.com.  The surplus property is being sold in an “as is” condition without express or implied warranties.

The online auction will be held beginning Friday, September 18, 2026, at 9 a.m.  until Wednesday, September 30, 2026, at 3 p.m.

LEGAL NOTICE TO BIDDERS

Notice is hereby given that electronic bids will be received by an aggregation group consisting of thirteen (13) New Jersey Sewerage and Municipal Utility Authorities and/or  local  governmental  units,  (the  “Participating  Members”),  referred  to collectively and informally herein as the New Jersey Sewerage and Municipal Utility Authority Electrical Supply Aggregation, or “NJSMUAESA”), on October 6, 2026 at 11:00 a.m. for electric generation service. Should not all account Bid Groups be awarded  on  October 6,  2026,  then  bidders  may  be  asked  to submit  bids  again on

October 7, 2026 at 11:00 a.m.

PRICES  QUOTED  MUST  INCLUDE  ALL  COST  COMPONENTS  FOR ELECTRIC  GENERATION  SERVICE  AS  SPECIFIED  IN  THE  BID PRICING  FORMS. Bids  must  conform  to  the  specifications  and  only  approved qualified bids will be accepted.  Only NJBPU-licensed electric power suppliers are eligible to participate. The deadline for submission of optional questions and comments and mandatory Stage 1 qualifications documents is close of business on September 18,2026. An addendum to  the  RFB,  if  any, occasioned  by  supplier  questions  and comments, will be issued by no later than September 24, 2026.

Specifications  and  bidding  documents,  including  instructions  for  submission  of qualifications documents and bid prices, may be obtained from Gabel Associates, the Energy  Agent  for  the  NJSMUAESA,  by  submitting  an  email  request  to:

All  price  quotations  and  contracts  shall  be  subject  to  the  provisions  of  P.L.1977,c.33 requiring submission of a statement of corporate ownership, the provisions of P.L.1975, c.127 concerning equal employment opportunity and affirmative action and the provisions of N.J.S.A. 52:32-44 requiring New Jersey Business Registration and  the  collection  of  use  taxes.  Bidders  are  required  to  comply  with  the requirements of N.J.S.A. 10:5-31 et. Seq. and N.J.A.C. 17:27.

SOUTH MONMOUTH REGIONAL SEWERAGE AUTHORITY

The Commissioners of the South Monmouth Regional Sewerage Authority established the 2026 Sewer Connection Fee at their meeting on January 14, 2026, pursuant to R.S. 40:14A-8 Amendment to the Schedule of Charges as set forth below. The Resolution establishing the Connection Fee is available for public inspection at the SMRSA Administration Office at 1235 18th Avenue, Belmar, New Jersey.

SEWER CONNECTION FEE:

Definitions of Equivalent Domestic Unit (EDU)

  1. Connection Fee:

The Connection Fee shall be calculated annually in accordance with N.J.S.A. 40:14A-8. The SMRSA 2026 Calendar/Fiscal year Sewer Connection Fee per Equivalent Dwelling Unit (EDU) has been calculated to be $2669.00 per EDU.

  1. Residential Uses

Each apartment, townhouse, single-family dwelling, or similar type of housing unit, shall be assigned 1.0 EDU.

  • Other Than Residential Uses:

The number of EDU’s assigned to any use, other than residential, will be based on the proposed estimated average daily flow of the proposed connector in accordance with provisions of the New Jersey Administrative Codes more specifically N.J.A.C. 7:14A-23.3 (Projected Flow Criteria) as supplemented therein on March 20, 2006, and approved by the Executive Director of the Authority, divided by the average daily flow of sewage for the average single-family residence in the Authority’s service area.  Each “Other Than Residential” use, shall be assigned a minimum of 1.0 EDU.  Fractional number of EDU’s shall be rounded up to the nearest whole number EDU.

The average daily flow of a single-family residence shall be calculated annually, at the end of the calendar/fiscal year, and be utilized for determining the number of EDU’s assigned to “other than residential” units in the subsequent fiscal year. 

The average daily flow of a single-family home for purposes of determining the number of EDU’s assigned to “other than residential” units for the 2026 Calendar/Fiscal year is 179 gpd.  The average daily flow of a single-family residence was calculated by dividing the 2025 Average Daily Flow (as metered by the Authority), by the total number of residential and “other than residential (equivalent dwelling unit)” connections to the system.

*Delivery of 30,000 gallons or more per month shall receive a $0.01 per gallon discount, an additional $0.01 reduction (only on the gallons in excess of 30,000) will be given towards the overage.

SEWER EXTENSION PERMITS & TREATMENT WORKS APPROVAL PERMITS:

  • $175.00 for the first (1) Equivalent Dwelling Unit (EDU) or part thereof.
  • $65.00 each from the second (2) Equivalent Dwelling Unit (EDU) through and including the sixth (6)
  • $500.00 for seven (7) or more EDUs, plus 1% of the cost of the sewer construction cost.
  • In extraordinary circumstances where, due to the nature of the application, the payments set forth in paragraph (1), (2) or (3) are insufficient to cover the Authority’s administrative costs for review, the applicant shall pay to the Authority, in addition to the sums in (1), (2) or (3) a sum representing the Authority’s actual administrative costs and expenses for review of the application.

ESTABLISHMENT OF THE 2026 SEWER CONNECTION FEE

Effective January 15, 2026, the Sewer Connection Fee shall be $6,669.00 per Equivalent Dwelling Unit (EDU). For the 2026 Calendar/Fiscal year 1 Commercial EDU = 179 gpd.

            WHEREAS, in accordance with the Open Public Meeting Act, it is necessary for the South Monmouth Regional Sewerage Authority, as a public body, to post, notify newspapers and the clerks of the member municipalities and maintain a schedule of the regular meetings of the public body to be held during the succeeding year.

            NOW, THEREFORE, BE IT RESOLVED that the meeting dates of the South Monmouth Regional Sewerage Authority be hereby established and that it’s Executive Director is hereby authorized and directed to comply with the requirements of the Open Public Meeting Act:

The public, as always, will be allowed to participate in the Caucus and Regular Public Meetings.  Action will only be taken at the Regular Meetings of the South Monmouth Regional Sewerage Authority.  A portion of the Caucus Meeting may be closed to the public in accordance with the provisions of the Open Public Meeting Act.

NOTICE IS HEREBY GIVEN in accordance with the Sunshine Law, Open Public Meeting Act, you are hereby notified that the South Monmouth Regional Sewerage Authority has placed on their Regular Meeting Agenda a Resolution to establish the 2026 Sewer Use Service Charge according to the Municipalities Sewer Service Area Agreements during its regularly scheduled Public Meeting on Wednesday, October 8, 2025 at 5:30 p.m. at the Authority’s Administration Building located at 1235 Eighteenth Avenue in Belmar, New Jersey. This meeting will be held in accordance with the applicable provisions of R.S.40:14A et. al., at which time and place the Authority will take formal action to establish the 2026 Sewer Use Service Charge as set forth below:

ESTABLISHING THE 2026 SEWER USE SERVICE CHARGE

Effective January 1, 2026, the South Monmouth Regional Sewerage Authority will amend its Total Sewer Use Service Schedule Charge to all member municipalities served by the Authority from its current charge of $9,016,325.81 to $9,286,817.00.
